If I had a company and was trying to make money, I suppose my priority would be making money.
As I am in the employ of the Education Services District, my main goal is the care & education of the children I care for - but that's not a 'business' so much as it's a service.

Protection of life and property. Prevervation of the environment and natural resources. Represent the City in a positive light.

Textbook: maximize shareholder profits. That definitely applies at by company.
